This course is currently a competency-based training under the generic manufacturing framework of the Singapore Workforce Skills Qualifications (WSQ).
This 4-day course covers the following:
+ Review WSH policy and risk management plan
+ Apply hazard identification and risk assessment methodology
+ Set WSH objectives and determine specific programmes
+ Establish WSH management programme framework for organisation
+ Establish a framework for organisational emergency preparedness and response plan
+ Develop operational control
+ Develop performance measurement and monitoring procedure
+ Develop processes for investigation and reporting of accident/incident
+ Establish an internal audit programme
+ Develop the WSH management system implementation plan
+ Conduct management review of WSH management system
+ Present to stakeholders the developed WSH management system implementation plan for review

Assumed Knowledge and Skills
Participants are assumed to:
– Be able to listen, read, speak and write English at a proficiency level equivalent to the Employability Skills (ES) level 5 (or) possess at least GCE ‘N’ level English grade 5.
– Be able to manipulate numbers at a proficiency level equivalent to ES level 5 (or) possess GCE ‘N’ level Mathematics grade 5.
Why this course?
This course provides learners with the knowledge and skills to be a WSHMS Program Lead for the organisation in developing a WSHMS implementation plan to meet the requirements of SS (Singapore Standard) 506 and risk management code of practice. It entails reviewing the current WSH policy, risk management plan, WSH objectives and programmes. It also includes establishing frameworks for WSH management programmes and emergency preparedness and response plan in accordance with organisational safety and health needs and WSH legal and other requirements.
WSQ Statement of attainment will be issued by SkillsFuture Singapore (SSG) to participant who has successfully achieved course competency criteria for Develop a Workplace Safety Health Management System (WSHMS) Implementation Plan course.
Companies completed this course may apply with WSH Council as bizSAFE level 4 enterprise. bizSAFE level 4 status is valid for 3 years from date of approval or upon expiry of relevant external certificates, whichever is earlier. Companies are required to renew their bizSAFE level 4 status to continue their bizSAFE recognition.
Companies implemented WSHMS may go for WSHMS audit by MOM accredited WSH auditors to achieve bizSAFE STAR certification. bizSAFE level STAR status is valid for 3 years from date of approval or upon expiry of relevant external certificates, whichever is earlier. Companies are required to renew their bizSAFE level STAR status to continue their bizSAFE recognition.
